Emperor Norton
Emperor Norton (C. 1819-1880) was the self-proclaimed "Emperor of the United States". In San Francisco, he was a homeless man who ordered people around and declared "Imperial Acts". Soon, many newspapers and businesses had caught on because of the amount of publicity he had.
